Law 5170/2025: Safety & Property Requirements for Short-Term Rentals in Greece

Introduction

Since October 1, 2025, every short-term rental property in Greece must meet mandatory safety, insurance, and quality standards under Law 5170/2025, Article 3. The Ministry of Tourism's implementing circular spells out the exact specifications — from fire extinguisher ratings to first aid kit contents.

These rules apply to all properties registered in the AADE Short-Term Rental Registry (AMA). Joint inspection teams from the Ministry of Tourism and AADE are actively enforcing compliance, with fines starting at €5,000. Last updated: October 2025

1. Property Standards: Primary Use, Lighting & Climate Control

Your property must be classified as a primary-use space (κύρια χρήση) under Law 4067/2012. This means bedrooms, living rooms, kitchens, and offices — not storage rooms or auxiliary areas.

2. Civil Liability Insurance

Mandatory civil liability insurance (ασφάλιση αστικής ευθύνης) must cover damages or accidents to guests. Airbnb's AirCover does not satisfy this requirement as it must be issued by an insurer authorized in Greece.

3. Electrical Safety (ΥΔΕ)

A valid Installer's Declaration (ΥΔΕ) from a licensed electrician is required. It must confirm the presence of a functioning RCD (Residual Current Device) — the anti-electrocution relay (ρελέ διαρροής).

A bilingual labeled kit — "ΠΡΩΤΕΣ ΒΟΗΘΕΙΕΣ / FIRST AID KIT" — containing antiseptics, sterile gauze, bandages, ammonia sticks, and burn treatment hydrogels.

7. Emergency Contact Guide

A printed, bilingual card posted visibly listing European Emergency (112), Police (100), Fire (199), and Ambulance (166), along with the nearest hospital name and address.

8. Inspections: What to Expect

  • 10 days' advance notice for compliance audits.
  • Verification of all physical equipment and documentation (Insurance, ΥΔΕ, Pest Control).
  • If non-compliant, you have 15 days to fix issues before follow-up.
